Dx Packaging Move To 2GP Migrate

Use this skill when users want to finalize the irreversible, one-way Move-to-2GP cutover for a converted 1GP managed package — afterward, new major/minor 1GP versions can NEVER be created. Also use when an ISV admin asks to move a 1GP package to 2GP development. TRIGGER when: the user asks to move, finalize, or complete the move of a converted 1GP managed package to 2GP development, asks how to move a package to 2GP, or asks whether their converted package is eligible to move to 2GP. DO NOT TRIGGER for: converting a 1GP package to 2GP in the first place, creating or promoting 2GP package versions, packaging UI bundles (use experience-ui-bundle-2gp-deploy), enabling Dev Hub (use dx-org-devhub-configure), or post-install configuration (use dx-pkg-post-install-configure).
