GKE AI Troubleshooting TPU Slice MIG Stuck Updating

The skill diagnoses and resolves failures in GKE TPU Dynamic Slice creation and JobSet scheduling caused by Compute Engine managed instance groups stuck in an updating or unstable state. It is used when TPU slice creation returns a SliceCreationFailed status, when JobSets remain pending, or when MIG status shows isStable=False or versionTarget.isReached=False during slice formation. The skill is not applicable to SliceCreationFailed causes unrelated to MIG stability or to general pod scheduling failures.
